Program Monitoring, Evaluation And Reporting Technical Advisor (Nairobi)
Lutheran World Federation World Service Kenya Program is seeking to recruit Kenyan nationals for the following position to be based in Nairobi.
Position: Program Monitoring, Evaluation and Reporting Technical Advisor (PMER – TA)
This Program Monitoring, Evaluation and Reporting Technical Advisor (PMER TA) position forms part of the Nairobi-based Program Unit and reports to the Program Manager. The PMER TA is responsible for ensuring effective application of all Monitoring and Evaluation (M&E) functions in LWF Kenya Somalia Program. The position shall ensure quality project, program and organizational monitoring and reporting of outputs, outcomes and impact and credible data collection and management based on continuous learning.
To support the development and use of appropriate M&E tools and processes for effective program/organizational planning, monitoring, evaluation and reporting. Through these tools and processes, the Kenya Somalia program will demonstrate clearly its desired objectives and provide concrete evidence of the changes its interventions have achieved, in alignment with vision outlined in the Kenya Program Country Strategy.
To ensure quality and effective monitoring and evaluation of, and reporting on, project outputs, outcomes and impact, ensuring both that specific donor requirements are met and that all projects contribute to the Country Results Framework (CRF) via standard indicators.
To ensure that the LWF Kenya Somalia Program has credible data collection and management, as well as effective internal learning and knowledge management approaches.
To ensure that the LWF Kenya Somalia program adheres to the Core Human Standards (CHS) as well as all other humanitarian codes of conduct and guidelines including Sphere Standards.
Key duties and responsibilities
Guide LWF Kenya Somalia staff in high quality information gathering and analysis processes to inform program and project design and drive continuous improvement across the program.
Contribute to the preparation of Theory of Change, Logical Frameworks and M&E plans of the programs/ projects.
Ensure quality of the data and information on Kenya Program’s projects in the LWF-WS managed web-based PMER Newdea system, including targets for each projects’ annual total outreach as well as projected project budgets.
Lead the preparation of LWF Kenya Somalia Country Annual Plan (CAP), including the annual targets for the Country Results Framework indicators (or Country Annual Targets/CAT).
Lead the development of specific PMER plans and strategies for reporting on the Country Results Frameworks and for all projects, and ensure the implementation of these strategies and plans as well as estimating resources for M&E activities.
Monitoring, evaluation and reporting
Lead in the development and implementation of M&E processes, methodologies and tools to ensure credible data collection, data management and high quality reports.
Develop, roll out, and monitor correct implementation of M&E strategies (framework and tools), to ensure quality and consistent data and information is available on program/ projects performance and impact.
Provide technical leadership to ensure the overall quality of LWF Kenya Somalia teams field data collection exercises, data management, and analysis.
Perform/coordinate program quality assurance activities such as data quality audits/reviews, periodic program reviews, field monitoring and evaluations.
Ensure that all projects are compliant with internal reporting requirements, including mandatory reporting required in Newdea (e.g. total outreach and CRF indicator actuals), and lead on the establishment and operation of an improved (digital) beneficiary data management system (e.g. SurveyCTO, KOBO etc.).
Prepare consolidated progress reports for the Country Program Management including identification of problems, causes of potential bottlenecks in project implementation, and providing specific recommendations in line with Newdea system.
Check that monitoring data are discussed in the appropriate forums, are timely and identify negative implications for future actions. Explore gaps and challenges of result-based monitoring, evaluation and reporting of project activities including documentation and sharing among staff;
Share information with program teams and lead the delivery of Country Program knowledge sharing events and processes, focusing on learning and continual improvement.
Design and manage evaluations and different assessments in compliance with LWF’s evaluation policy, from development of ToR, advising management on approval of final report, dissemination of evaluation/assessment findings and recommendations with intended audiences.
Support the project teams and partners in extracting lessons learnt and good practices and documenting case studies which demonstrate qualitative and quantitative changes.
Ensure effective and appropriate capacity building for LWF Kenya Somalia staff on skills and competencies necessary to deliver high quality PMER.
Facilitate and act as resource person, and join if required in any external monitoring and evaluation missions.
Support the preparation of knowledge management and learning strategies and to ensure that learning and knowledge acquired through projects is effectively captured and disseminated. Ensure LWF gender, disability, child protection and climate justice policies are mainstreamed in such strategies.
Visit the field periodically (at least quarterly) to work with field staff and partners to capture knowledge and prepare initial drafts of knowledge product as well as to support them in doing so.
Coordinate with expert teams within LWF for inputs in the drafted knowledge products and ensure that all inputs are incorporated in the final document.
Work with communication and communications teams for audience identification and finalization of the knowledge products (i.e. identify right formats, finalize language, layout and branding).
Identify how knowledge products can be reformatted (including translation) for different audiences and other communication channels.
Coordinate for feature stories/human interest stories and best practices/innovations for communication and exchanging knowledge and experiences of projects intended to achieve.
Work closely with the communication and IT teams to collect photographs/video clips from various ongoing functions of project required for knowledge products.
Coordinate dissemination plans and delivery of the knowledge products which includes uploading all outputs to LWF website/ Newdea or any other officially approved appropriate dissemination techniques including online social media.
Coordinate with other stakeholders (i.e. government, academia, INGOs, civil society organizations and research institutions) to share the projects’ knowledge as well as to encourage them on capturing and disseminating learning and knowledge related to LWF Nepal’s programmatic areas.

Education, expertise and skills required
Relevant University Degree in social sciences and statistics
A minimum of 5 years of relevant work experience, with a strong preference for experience from an International NGO and/or Humanitarian work
Practical work experience in Planning, Monitoring, Evaluation and Reporting
Strong computer skills in basic standardized software (Excel, Word, PDF, SPSS etc.), and experience of computerized M&E systems.
Positive attitude and approach, which will help colleagues to overcome challenges
Ability to work under minimal supervision, under pressure and on irregular working hours
A demonstrated ability to multi-task, meet deadlines and process information in support of changing program needs is necessary.
An impeccable professional standard of ethics as well as the willingness and ability to enforce compliance within the LWF World Service and donor policies and procedures is essential.
